Luiz Ary Messina

Luiz Messina is a Brazilian professional with a degree in Electronic Engineering, a Master's in Databases, and a Ph.D. in Computer Graphics. He currently serves as the Relationship Manager at the Rede Nacional de Ensino e Pesquisa (RNP) and has been a professor in the fields of engineering and computing at prominent institutions, in addition to holding various leadership and coordination roles within the field of Telemedicine.

With over 40 years of experience in Computer Engineering, education, research, software development, and commercialization, he has specialized in Telemedicine, Telehealth, Digital Health, and Collaborative Networks.

For his outstanding work, he received recognition for his "Dedication and Contribution to the History of Telemedicine and Telehealth in Brazil" from the Brazilian Association of Telemedicine, as well as the "Diploma of Honor to Merit and Dr. Antonio José Jorge Martins Medal," unanimously approved by the Executive Board of HU-UFMA, the University Hospital of the Federal University of Maranhão, among many other accolades.

He has coordinated numerous projects related to digital collaboration and telemedicine and actively participates as a member of the editorial board of the Journal of the International Society for Telemedicine and eHealth (JISfTeH) and as an advisory committee member of the Brazilian Association of Telemedicine and Telehealth. He is also the author of numerous publications, scientific articles, and conference presentations worldwide.

In line with the objectives of the EU-LAC Digital Alliance and the the BELLA II project led by RedCLARA, TICAL provides a forum for strategic dialogue and exchange of experiences among the NRENs members of RedCLARA on strengthening regional science, technology, and innovation; promotes the identification of common challenges and opportunities of digital transformation for the economic and social development of Latin America and the Caribbean, and seeks to identify the cornerstones for building a common development agenda based on digital.
