Digital Health Specialist at RNP

Paulo Lopes holds a Ph.D. in Science from the Graduate Program in Health Management and Informatics at Universidade Federal de São Paulo (Unifesp), a Master’s in Science specializing in Nuclear Energy Reactors and Nuclear Fuel Technology, and a degree in Electronic Engineering.

He serves as a Digital Health Specialist in the Directorate of Institutional Relations at the Rede Nacional de Ensino e Pesquisa (RNP), focusing on Collaborative Health Community Networks, particularly the Telemedicine University Network (RUTE). He leads RNP's "Technological Foresight" initiative within Digital Health, is an active member of the Brazilian Society of Health Informatics (SBIS), where he serves as Secretary-General for the 2023-2024 term, and is part of the Task Force on Telehealth and Virtual Care (TF-TVC). He also participates in several committees and working groups related to ICT in health.

With over 25 years of academic and professional experience in Health Information and Communication Technologies (ICT), Paulo has been a GT2 – Interoperability of Systems and Devices specialist within the Special Study Committee on Health Informatics, now the Study Committee on Information and Health Technologies under Brazilian Standards. He led the National Task Force on ISO 13131 regarding the Quality of Telehealth Services. Additionally, he has served as a course professor and TCC advisor for the Health Informatics Specialization Program at Unifesp and the Universidade Aberta do Brasil (UAB). He was a "Health 360" Research Group member at Unifesp. Paulo also held the position of Secretary-General of the Brazilian Association of Telemedicine and Telehealth (ABTms) during the 2020-2021 term and served as an Alternate Advisor for the Scientific and Technological Community of the Internet Steering Committee in Brazil (CGI.br) from 2020 to 2024.

He has contributed significantly to discussions on RUTE during the "Dialogue on Challenges and Opportunities for Digital Transformation in Latin America and the Caribbean" and presentations about RUTE-AL at TNC2023 and TNC2024.

In line with the objectives of the EU-LAC Digital Alliance and the the BELLA II project led by RedCLARA, TICAL provides a forum for strategic dialogue and exchange of experiences among the NRENs members of RedCLARA on strengthening regional science, technology, and innovation; promotes the identification of common challenges and opportunities of digital transformation for the economic and social development of Latin America and the Caribbean, and seeks to identify the cornerstones for building a common development agenda based on digital.
